The Central Laboratory for Analysis of Pesticide Residues and Heavy Metals in Food (QCAP) is the official laboratory of the Egyptian Ministry of Agriculture, established in 1995 under Ministerial Decree No. 680/1995 through a collaborative initiative between the Finnish government and the Egyptian Ministry of Agriculture. Operating under the Agricultural Research Center (ARC), QCAP holds the unique governmental authority to monitor chemical and biological pollutants in food exports and imports to and from Egypt and to issue legally binding official analysis certificates recognized by international trading partners. Headquartered at 7 Nadi El-Said Street, Dokki, Giza, the laboratory has expanded beyond its Cairo base with a branch in Ismailia Governorate, extending analytical access to producers and exporters across the Suez Canal zone and surrounding agricultural regions.

QCAP's testing portfolio is among the broadest of any food safety laboratory in the Arab world. Core service lines include pesticide residue analysis, heavy metals determination, veterinary drug residues, persistent organic pollutants (POPs) including dioxins and furans, mycotoxin analysis, microbiological testing, food contact materials (FCMs) assessment, food additives and quality analysis, food quality evaluation, and physical inspection of food products. The laboratory's pesticide residue scope covers more than 650 distinct chemical pollutants across multiple compound classes, while its microbiology division is capable of identifying more than 17 microbial contaminants. QCAP is one of the very few laboratories in Egypt and in the broader Arab region certified for dioxin analysis using high-resolution mass spectrometry instrumentation.

The instrument suite at QCAP reflects its status as a national reference laboratory. For pesticide residue and veterinary drug testing, the laboratory operates multiple LC-MS/MS platforms (liquid chromatograph coupled to enhanced high-performance triple quadrupole mass detectors) and GC-MS/MS systems (gas chromatograph with tandem quadrupole mass selective detectors), providing definitive identification and quantitation of trace-level compounds in complex food matrices. Single-quadrupole GC-MSD systems and multi-detector gas chromatographs equipped with Electron Capture (ECD), Nitrogen Phosphorus (NPD), Flame Photometric (FPD), and Flame Ionization (FID) detectors provide additional analytical versatility. Mycotoxin and food additive analyses are supported by HPLC systems with UV-VIS Variable Wavelength Detectors (VWD), Diode Array Detectors (DAD), and Fluorescence Detectors (FLD), as well as UPLC-FLD for high-throughput screening. Inorganic ion analyses are performed on an Ion Chromatograph (IC) with amperometric and conductometric detection. Dioxin and related compound analysis is performed on a high-resolution GC-HRMS system incorporating a double-focusing magnetic sector mass spectrometer (HRGC/HRMS), which delivers the ultra-low detection limits and spectral resolution essential for regulatory dioxin quantification. Microbiological work is supported by real-time PCR technology.

QCAP's quality management system is grounded in continuous accreditation to ISO/IEC 17025:2017, which it has held without interruption since its founding in 1995—originally conferred by the Finnish Accreditation Service (FINAS). The laboratory is now multiply accredited: by the Egyptian Accreditation Council (EGAC) and, since April 2023, by the American Association for Laboratory Accreditation (A2LA) in both chemistry and microbiology, with over 100 test methods within accredited scope. QCAP is recognized as the first laboratory in Egypt and the Arab world to achieve international accreditation in the analysis of pesticide residues and food pollutants, a distinction it has maintained for three decades. This multi-body accreditation ensures that QCAP-issued certificates are accepted by regulatory authorities and trading partners across the European Union, the United States, and other international markets.

QCAP serves agricultural exporters, food manufacturers, food importers, and government regulators across Egypt. The laboratory has formalized cooperation through signed protocols and contracts with key industry bodies including the Board of Agricultural Crops Export, the Chamber of Food Industries, the Egyptian Center for Organic Agriculture, the Board of Food Industries Export, the Union of Producers and Exporters of Horticulture Crops (UPEHC), the Association of Olive Manufacturers, Exporters and Cultivators, the Horticultural Exports Development Association (HEIA), and the Cairo University Center for Limiting Environmental Risks. Member organizations benefit from preferential pricing on analytical services upon submission of valid membership documentation.

In its domestic regulatory role, QCAP implements national pollutant monitoring programs across Egyptian agricultural markets, systematically investigating levels of chemical and biological contaminants in crops available to Egyptian consumers. The objective is to reduce food contamination, control imports that violate Egyptian or international standards, and prevent environmental degradation caused by excessive pesticide use. The laboratory participates actively in regional and international food safety governance—including seminars on the Sanitary and Phytosanitary (SPS) system—and has been represented at events such as the International Food Africa Exhibition. QCAP also conducts and publishes scientific research through its staff at the Agricultural Research Center, issues an official periodic scientific magazine, and organizes annual conferences on food safety science.

As a training provider, QCAP delivers accredited quality management system courses for testing laboratories under ISO/IEC 17025:2017, reinforcing its standing as a knowledge center for the Egyptian analytical community.
