The Offshore Renewable Energy Catapult (ORE Catapult) is the United Kingdom's leading technology innovation and research centre for offshore renewable energy. Established in 2013 and part-funded by Innovate UK, ORE Catapult exists to enable innovation and accelerate the development of offshore renewable energy technologies, growing businesses and creating employment throughout the UK. At the heart of ORE Catapult's offer is its Testing and Validation division, which provides what is described as the world's most comprehensive research, test, innovation, and validation services for offshore renewable energy technology. The organisation's testing programmes are designed to de-risk new technologies, accelerate commercial deployment, and support the financing of wind farm construction and inward UK manufacturing investment. Testing disciplines span turbine blades, drivetrains, electrical networks, robotics, and floating offshore wind systems, covering both early-stage prototype evaluation and full-scale certification testing required for commercialisation.

Turbine blade testing is a flagship capability at ORE Catapult, operated through two dedicated test facilities accommodating blades up to 50 metres and 100 metres in length at the National Renewable Energy Centre in Blyth. These facilities are IECRE-accredited and ISO/IEC 17025:2017-accredited under UKAS Laboratory number 2769 for structural testing of wind turbine blades. Complementing this, the organisation operates a Blade Rain Erosion Test Rig accredited under ISO/IEC 17025:2017 for testing Leading Edge Protection (LEP) systems — critical for assessing the durability of blade coatings and erosion-resistant composite materials in marine environments. A Composites Laboratory further supports materials characterisation work associated with blade development and manufacturing quality assurance.

In the electrical domain, ORE Catapult's High Voltage Electrical Networks facility is accredited under ISO/IEC 17025:2017 (UKAS Laboratory number 2769) for testing of power cables, low voltage and high voltage equipment, and cable insulation. This facility enables rigorous type testing, routine testing, and performance validation for subsea power cables, inter-array cable systems, switchgear, and electrical components used in offshore wind installations. Drivetrain testing capabilities address gearboxes, generators, and associated powertrain components, supporting reliability validation and fatigue life assessment for nacelle-level systems.

ORE Catapult operates across eight UK locations. Its flagship National Renewable Energy Centre in Blyth, Northumberland, concentrates the primary blade and electrical testing infrastructure. The Floating Wind Innovation Centre (FLOWIC) in Aberdeen is the UK's first dedicated floating offshore wind innovation facility, offering controlled-environment testing that replicates deep-water operating conditions to support product development for floating turbine platforms. The Levenmouth Demonstration Turbine (LDT) — a 7 MW offshore wind turbine located off the coast of Fife, Scotland — is described as the world's most advanced offshore wind research turbine, enabling technology demonstrations, trials, collaborative research, and system-level testing of new methods and components. Additional offices and support teams are based at Pembroke Dock and Hayle.

ORE Catapult's accreditation portfolio demonstrates its rigour as an independent testing and research partner. The organisation holds ISO/IEC 17025:2017 accreditation from the United Kingdom Accreditation Service (UKAS) under Laboratory number 2769, with scope covering structural wind turbine blade testing, power cable testing, high and low voltage equipment testing, cable and cable insulation testing, and leading edge protection system testing on the Blade Erosion Test Rig. At organisation level, ORE Catapult is certified to ISO 9001:2015, ISO 14001:2015, and ISO 45001:2018 through DNV for Quality, Health and Safety, and Environmental Management Systems respectively. It additionally holds IECRE accreditation for wind turbine blade testing facilities, and Achilles UVDB Verified (B2) status confirming independent audit of Quality, Health, Safety, Environment, and Corporate Social Responsibility practices.

ORE Catapult serves OEMs requiring design validation, supply chain companies and SMEs de-risking new products, offshore wind developers needing independent technology assessment, and academic and government partners pursuing applied research. The organisation runs dedicated supply chain development programmes — including the Launch Academy technology accelerator, the Fit 4 Offshore Renewables (F4OR) programme, and the Offshore Wind Growth Partnership (OWGP) — all aimed at strengthening UK supply chain competitiveness domestically and globally.
