CEDEX (Centro de Estudios y Experimentación de Obras Públicas, or the Centre for Studies and Experimentation in Public Works) is Spain's premier autonomous public technical research body in civil engineering, construction, and the environment, founded in 1957 and headquartered in Madrid at Paseo Bajo de la Virgen del Puerto, 3. Attached organisationally to the Ministry of Transport and Sustainable Mobility and functionally also to the Ministry for Ecological Transition and Demographic Challenge, CEDEX provides multidisciplinary technical assistance, applied research, and laboratory testing services primarily to Spanish central government administrations but also to private companies, foreign governments, and international institutions. With approximately 420 professionals — engineers, researchers, and laboratory specialists — it represents one of the broadest civil engineering testing and research footprints in Southern Europe.

CEDEX is organised into five study centres and three specialised laboratories. The centres are the Ports and Coasts Studies Centre (Centro de Estudios de Puertos y Costas, CEPYC), the Transport Studies Centre (Centro de Estudios del Transporte, CET), the Hydrographic Studies Centre (Centro de Estudios Hidrográficos, CEH), the Centre for Applied Technical Studies (Centro de Estudios de Técnicas Aplicadas, CETA), and the Historical Studies Centre for Public Works and Urbanism (Centro de Estudios Históricos de Obras Públicas y Urbanismo, CEHOPU). The three specialised laboratories are the Geotechnical Laboratory (Laboratorio de Geotecnia, LG), the Central Laboratory for Structures and Materials (Laboratorio Central de Estructuras y Materiales, LCEYM), and the Railway Interoperability Laboratory (Laboratorio de Interoperabilidad Ferroviaria, LIF). Together these units make CEDEX the national reference institution for a uniquely comprehensive range of civil infrastructure testing disciplines.

The Geotechnical Laboratory (LG) is the national specialist facility for soil mechanics, rock mechanics, geological geotechnics, and geo-environmental engineering. Laboratory testing capabilities cover particle size distribution and grading, Atterberg limits, consolidation and compressibility, direct and triaxial shear strength, permeability, and soil dynamics. In-situ investigation services include self-boring pressiometer testing, seismic piezocone profiling, and a suite of geophysical techniques. Notable installations include a large-format 1×1 metre direct shear box and the CEDEX Railway Track Box, a unique apparatus purpose-built to test ballast and sub-ballast materials under realistic loading conditions. These capabilities serve geotechnical design for roads, hydraulic structures, port foundations, rail infrastructure, and environmental containment, providing test data that underpins safety analyses and regulatory compliance for major Spanish and international infrastructure projects.

The Central Laboratory for Structures and Materials (LCEYM) is one of the oldest civil engineering testing laboratories in Europe, with more than 125 years of continuous history. Its concrete chemical testing laboratory performs chemical and mineralogical characterisation of concrete and all its constituents: Portland and blended cements, natural and recycled aggregates, mixing water, pozzolanic mineral additions, and chemical admixtures, following EN and UNE-EN methods. The steel chemical testing laboratory conducts elemental chemical analysis — including carbon, silicon, manganese, phosphorus, sulphur, and alloying element content — of reinforcing steel bars and welded mesh, hollow structural steel tubes and profiles, and hot-rolled sections for structural applications. Physical-mechanical testing programmes cover compressive strength, tensile strength, flexure, fatigue loading, hardness, and dynamic response of construction product assemblies. Active research lines address recycled construction materials, more sustainable alternative binders, waterproofing materials for hydraulic structures, pathology assessment of existing structures, and durability evaluation of infrastructure exposed to aggressive environments.

The Hydrographic Studies Centre (CEH) works on continental water resources, hydrology, hydrological modelling, flood risk quantification, and dam safety. Water quality activities include physico-chemical characterisation of surface water and reservoir systems, monitoring and assessment of algal blooms in drinking-water reservoirs, and ecological status evaluation of rivers, lakes, and transitional water bodies under the EU Water Framework Directive. The CEH maintains national hydrological databases, publishes official river discharge yearbooks, and provides river basin authorities with the technical basis for water planning and environmental flow regulation. The Ports and Coasts Studies Centre (CEPYC) complements this environmental scope with physical and numerical modelling of wave climate, coastal sediment dynamics, and sea-level impacts on port infrastructure — work recognised in 2025 through the national award to its head of maritime climate studies for contributions to coastal process modelling and optimised harbour design.

The Railway Interoperability Laboratory (LIF) serves as Spain's national reference facility for testing ERTMS/ETCS on-board and trackside signalling equipment against European Technical Specifications for Interoperability (TSIs), including EVC (European Vital Computer) simulation and traffic simulation. The Transport Studies Centre (CET) and Centre for Applied Technical Studies (CETA) extend the CEDEX portfolio to road safety, transport demand modelling, life-cycle environmental impact assessment, and technology transfer in circular economy applications for construction waste and recycled materials. CEDEX publishes the peer-reviewed scientific journal Ingeniería Civil and actively participates in Horizon Europe, LIFE, and ERA-NET programmes, maintaining bilateral technical cooperation with institutions across Europe, Latin America, and beyond.

CEDEX operates a formal quality management system and holds ENAC (Entidad Nacional de Acreditación) accreditation for specific test scopes in the LCEYM — confirmed for steel chemical analysis under UNE-EN ISO/IEC 17025, the international benchmark for testing and calibration laboratory competence.
